Founder - Director
Frank Mitchell
Proudly a Whadjuk-Yued Nyoongar descendant, Frank has led Kardan to a purposeful business creating 50 Aboriginal upskilling positions and awarded over $11M to Aboriginal-owned subcontractors. Franks successes have been rewarded with multiple awards, culminating with him being the Australian of the Year Local Hero for for 2026.

Dwayne Rowland
With 27 years of infrastructure experience from executive roles at major firms including BHP Billiton and John Holland. Has family connections to Tiwi and Jingili peoples and specializes in stakeholder relations, Indigenous economic development and social enterprise. Dwayne is also the founder of LOOP Upcycling, reinforcing his unwavering commitment to support those most at risk in our community
